Our Targets

The Partnership will plan, deliver and evaluate positive action that reduces crime, fear of crime, drugs and related harm and offending behaviour through multi-agency work acting alongside local residents - with the aim of creating safe, healthy and thriving communities.

Our current Strategy sets out 8 big targets for the Partnership to deliver. These targets are:

  • Recorded Crime - Reduce by 22%
  • Public Confidence- Increase the Public's confidence on Crime and in the Police by 5%
  • Drugs - Increase successful Drug Treatments by 10%
  • Reoffending - Reduce by 5% the number of offenders who reoffend
  • Offending - Improve on all 14 of the indicators set
  • Priority Neighbourhoods - reduce the overall gap between total crime experienced in Priority Neighbourhoods and the Borough Average to no more than 33%
  • Residents Participation - Increase participation in the Partnership by people and services in the Voluntary and Community Sector by 10%
  • Cleaner and Better Environment - Produce cleaner streets, better green spaces and better homes in safer neighbourhoods by achieving improvement in three-quarters of the measures set.

Local Area Agreement (LAA) Priorities

2005 - 2008

Our vision for Safer and Stronger Communities is that the Borough’s residents will know that rates of crime, disorder and drugs misuse have been reduced substantially. They will know why and how this has been achieved and will live more secure and healthy lives as a result.

We have set ourselves a high-level outcome measure for safer and stronger communities to reduce total crime (BCS 10 crime types) by 22% by March 2008. This is supported by three sub measures focusing on reducing burglary, reducing public perception of anti social behaviour and increasing the numbers of planned discharges from structured treatment.

A systematic approach will be taken to achieve this outcome using the National Intelligence Model. The six monthly strategic assessments will be utilised to determine priorities for intervention and regular tactical meetings will ensure tasking and co-ordinating the efforts of the Community Safety Partnership's resources. The strategic and tactical meetings will also be used for performance managing the targets.

The target setting assumes no changes to Police crime reporting and recording methodology. Should such changes occur we would require to renegotiate the targets.

The four key areas are:

  1. Reducing total recorded crime. We will use the NIM strategic assessment to focus activity and then undertake strategic and tactical six monthly reviews. Interventions will include targeting prolific offenders and situational improvements working with the voluntary sector.
  2. Reducing domestic burglary. Our primary approach will be to target prolific burglary offenders, roll-out alley gating in hot spot areas and focus home security schemes in areas of greatest impact.
  3. Reducing anti-social behaviour. We will use the NIM strategic assessment to focus activity and then undertake strategic and tactical six monthly reviews. Interventions will include targeting of hotspots, prolific offenders, and diversionary measures involving communities and the use of “contact cards”. We will complement this with a proactive media campaign that reinforces that negative public perceptions are out of step with the public’s actual experience of anti social behaviour.
  4. Reducing drugs harm. We will make use of the existing strategic assessment and the body of local research to guide further improvements across the raft of Drugs interventions that are in place. Particular focus will be on developing improved social outcomes for resettling drug misusers.


Our draft priorities for 2008 are as follows:

  1. Reduce drug and alcohol related harm.
  2. Reduce re-offending.
  3. Improve community confidence and perceptions in relation to crime, drugs and environmental issues. (PSA2)
  4. Reduce local priority crime (as defined by SA)
  5. Improve the cleanliness and greenness of the borough.

Opportunity Strategy

The Opportunity Strategy contains detailed action plans of how the Partnership is focusing on its key priorities for the current 12 month period (April 2007 - March 2008).

The Opportunity Strategy is reviewed every 6 months to check whether the current priorities are still the same, and whether there are any new issues that the partnership should be tackling in addition.
