Wigan's treatment system is divided into several areas:
Street Based Services is open to all individuals over 18 with a substance misuse problem. Street based service operate the Single Point of Contact (SPOC) to assess all clients accessing the service and the outreach service. They also provide:
- a drop in service
- advice and information
- needle exchange
- harm reduction work
- activities, such as an art group, hairdressing, and gym sessions

Substance Misuse Service is open to individuals over 18 who require medication to treat the drug problem. This is the main part of the service where many clients begin their journey to recovery.
Service Provision includes:
- prescribed medication
- harm reduction and overdose prevention
- access to rehab & detox services
- ITEP and MI based counselling
- a Blood Bourne Virus (BBV) clinic providing Hepatitis B vaccinations and testing for Hepatitis C
- a full health screening providing a comprehensive M.O.T for all clients

For clients that are stable and progressing well in their teatment and require less interventions the GP Liaison serive provides ongoing support in the community.
The service provides:
- prescribed medication
- regular reviews with a GP
- access to advice and support from a GP Liaison worker
- quick referral back into the main service if the client fels they need more intensive support or has a change in circumstances.

The Drug Intervention Program is open to individuals over 18 who are involved in the criminal justice system. Clients leaving prison, on probation, or individuals testing positive for Cocaine or opiates following arrest for a trigger offence are intensively managed by the Tough Choices (pre-sentence) and DIP (post-sentence) teams. The teams also work closely with the Prolific and Priority Offenders (PPO) team with joint aims to reduce drug related crime. DIP clients are able to access all the services provided in Street Based Services and the Substance Misuse Service and a dedicated SMS team provides tier 3 support to the programme.

For clients who feel they are ready for the next step Work Solutions, working in partnership with Crime Reduction Initiatives (CRI), have been commissioned to provide an education, training, and employment service to help clients reclaim their lives and provide a stable future.
It's not about forcing people into work
Although it's a contentious issue for some, most clients feel that a major factor in their continuing addiction and relapses is boredom and having nothing to do. Unfortunately many of our clients have poor levels of education and skills and can struggle to find work. The PETE project provides basic skills training, access to further education and work placements to help build confidence and skills. When a client is ready the team will help find them work: providing help to write their CV and job applications. The team works with many local businesses to secure potential jobs that clients can apply for.
Clients can access PETE at any stage in their treatment journey; many clients can take years to recover from their addiction and PETE can help them on their way. Service provision also includes:
- a volunteering and peer mentoring programme
- ITEP based one to one and group work
- courses in areas valued by employers e.g. time management, building confidence, and assertiveness

The Young Person's Drug and Alcohol Team (YPDAT) is open to individuals aged under 19 with a substance misuse problem. The service is based in the Children's and Young Peoples department of Wigan Council and provides:
- harm reduction and overdose prevention advice
- support and advice for families, parents, and carers
- needle exchange
- one to one counselling and group work
- access to prescribing (where appropriate)
